The program included the co-financing of establishing milk processing infrastructure for agricultural cooperatives in the field of cattle breeding.

Within the framework of the program, the obligation of the participating agricultural cooperative was the existence/construction of a building necessary for establishing a milk processing enterprise (in compliance with sanitary and hygienic conditions established by the legislation of Georgia), while the milk processing equipment was provided by the state in the form of a grant (from 2019, for cooperatives operating in high mountain settlements – 95% of the value, not exceeding 150 thousand GEL, and in the rest of the territory of Georgia – 90% of the value).

According to the established condition, in order to participate in the program, the cooperative and/or the cooperative’s shareholders had to own at least 50 heads of cattle (in high mountain settlements), while in the rest of the territory, for the first component (milk cooling equipment with a capacity of 1,500 liters) – at least 150 heads, and for the second component (milk cooling reservoirs with a capacity of 3,000 liters) – at least 300 heads.

In 2016–2021, within the framework of the program, 30 agricultural cooperatives were financed in 20 municipalities. The total state co-financing amounted to 3,536,398 GEL.
