The sub-component is implemented in the following regions of Georgia:„Sub-component of Berry crops financing” envisages 100% funding of cost for purchase and arrangement of seedlings, droplet irrigation system and other necessary materials needed for laying out small-fruit crops garden, on an agricultural land plot of   0.15ha -0.5ha inclusive. 

Within the framework of co-financing sub-component of financing Berry crops (hereinafter referred as "sub-component of berry crops"), berry cultivation can be financed in accordance with the list below for all municipalities and self-governing cities of Georgia except for the following self-governing cities:Tbilisi,Rustavi, Kutaisi, Batumi, Poti.

Within the sub-component the funds will be granted only in case if laying out of Berry crop(s) garden of not less than 3ha is requested through the application(s) submitted from respective municipalities.

Laying out of the following small-fruit crops is admitted within the sub-component:

Financial Assistance:

Financial assistance within the sub-component envisages allocation of targeted monetary assistance for laying out perennial berry crops garden, for the purpose of purchasing seedlings of perennial berry crops, materials needed for arrangement of irrigation system and/or for laying out a garden.

  • 100% of cost of seedlings to be purchased will be funded in case of purchasing seedlings on local market as well as in case of importing them. At the same time maximum funding for each seedling as well as number of the seedlings to be laid out on agricultural land plots have been specified:

Note: In case the area under crop is less or more than 0.5 ha, the number of seedlings is specified in proportion to the area under crop in respect of 0.5 ha.

  • For each beneficiary, in case of natural person, 100% of cost for arranging droplet irrigation system on agricultural land plot shall be funded,  but no more than  GEL 3 000 (including VAT).
  • 100% of cost for materials needed for laying out small-fruit crops garden shall be funded, maximum amount of each material has been specified:

Detailed technical specifications of the materials needed for laying out a garden (Annex 2)

A seedling shall be purchased from a local qualified transplant nursery selected within the sub-component. At the same time, purchase/installation of  droplet irrigation system as well as purchase of the materials needed for laying out a garden shall be implemented by selected qualified companies.

Technical assistance envisages providing respective trainings for those potential beneficiaries who shall have submitted full package of documents to be submitted to the Agency at the first stage. After completion of the trainings, the persons who have received the trainings shall be tested in studied materials.Technical Assistance:

Compliance criteria for the sub-component beneficiary:

 A beneficiary of small-fruits sub-component shall be:

  • A natural person being a citizen of Georgia;
  • An agricultural cooperative registered in Georgia.

In case of a natural person:

By activation date of small fruits sub-component (May 29, 2018), potential beneficiary natural person(s) shall own/co-own agricultural land plot(s), where laying out of small-fruit crop(s) garden is planned within the sub-component, and which shall have been registered at the National Agency of Public Registry as his property, at the same time the total area of agricultural land plot(s) owned by him shall not exceed 5ha.

An agricultural cooperative consisting of natural persons, whose shareholders, within the sub-component, on land plots in their ownership, have received funding for small-fruit gardens of not less than 5 ha in total in one municipality, shall receive one unit of refrigerator-container with medium capacity of 20 tons for free, by the beginning of the garden’s fruit-bearing period.

Restriction:

 In case of funding of natural person(s), the area of land plot under ownership/co-ownership, where laying out of small-fruit crop(s) garden is planned, shall not be less than 0.15 ha, at the same time, for each beneficiary funding of laying out of small-fruit crop(s) garden of no more than 0.5 ha inclusive, shall be admitted.

In case of agricultural cooperative:

By the activation date of the Resolution (May 29, 2018) an agricultural cooperative shall have complied with the one of the below provided two conditions:

  • An agricultural cooperative shall own agricultural land plot(s) registered at the LEPL National Agency of Public Registry. An area of agricultural land plots contributed by each shareholder shall not be less than 0.15 ha and  more than 5ha inclusive;
  • Each shareholder of an agricultural cooperative shall own agricultural land plot of not less than 0.15 ha and no more than 5ha inclusive, registered at the LEPL National Agency of Public Registry.
An agricultural cooperative which, in accordance with the sub-component provisions, receives financing for small-fruit garden of not less than 5 ha in one municipality, shall receive unit of stationary refrigerator-container with the medium capacity of 20 tons in its ownership for primary storage purposes, for free from the Agency.

  Restrictions:

 In case of funding an agricultural cooperative within the small-fruit sub-component:

  • the area of small-fruit crops garden to be laid out by an agricultural cooperative (owning agricultural land plots contributed by shareholders in the form of their shares) shall be specified in accordance with number of  agricultural land plots contributed by each shareholder, estimating not less than 0,5 ha per shareholder;
  • the area of small-fruit crops garden to be laid out by an agricultural cooperative (whose shareholders have not contributed agricultural land plots in the form of  their shares) shall be specified in accordance with number of  agricultural land plots owned by each shareholder, estimating not less than 0,5 ha per shareholder;

Note: Maximum area to be funded in an agricultural cooperative is subject to the number of shareholders and is not limited. 

By activation date of the Resolution (May 29, 2018), restriction on ownership of land plots  shall not be imposed on that potential beneficiary who will make primary registration of land plot(s) after small-fruit sub-component activation period on the basis of respective documents in his ownership, or who will inherit agricultural land plot(s) complying with the sub-component provisions after the activation date of this Resolution, or who will contribute agricultural land plot(s) of 0.15 ha to 5 ha, in the form of shares, to an agricultural cooperative registered in Georgia”.

Precondition:

  • There shall be electric energy source (within the distance of no more than 800 meter) adjacent to a land spot, at the same time water source (within the distance of no more than 500 meter) such as an operating irrigation channel, a river, a lake, a well or a borehole shall be available (a beneficiary shall ensure delivery of the means of communication  to a land plot by his own  funds);
  • There shall not be constructions and  plants on a land plot where laying out of small-fruit crops garden is planned;
  • A land plot where laying out of small-fruit crops garden is planned shall not have been seized.

Interested individuals shall submit the documents in 2 phases to participate in the sub-component.

The stages for gathering the documents to be submitted for primary application:

  1. Certificate on fitness and compliance of the soil of land plot for perennial crops specified by an application, issued by LEPL Scientific-Research Center of Agriculture;
  • For acquiring the above mentioned Certificate,  please apply to one of the laboratories given below for taking samples and conducting laboratory analysis;

In case the funds are granted the cost incurred for soil analysis shall be reimbursed.

  1. A laboratory worker shall take samples on the site and conduct their laboratory analysis (the list of compulsory analyses to be conducted)(Annex 3)
  2. Submit the Application (indicating the list of crops to be planted in the garden) and the results of soil laboratory analysis to LEPL Scientific-Research Center of Agriculture for the purpose of determining of soil with the crops to be planted(You may download Application Sample here)(Annex 4)
  3. LEPL Scientific-Research Center of Agriculture, based on the results of laboratory analysis, shall determine compliance of soil with the crops to be plantedand issue a certificate of compliance or non-compliance of soil with the crops to be planted;
  4. You shall apply to the Agricultural Information Consultation Center of your municipalities to ensure water, electric energy supply to the land plot and to confirm absence of construction and plants (You may download Application Sample here)(Annex 5)
  5. A representative of the Agricultural Information Consultation Center shall visit the land plot, inspect it and in case of compliance with the criteria, shall issue a Certificate of supplying the land plot with water and electric energy;
  6. You shall fill in standard form of primary application (please see the primary application form here)(Annex 6)
  7. You shall submit the primary application and related documents to the Agency (the list of documents to be submitted at the first stage)(Annex7)

The Agency shall review the primary application together with the related documents.

  1. In case the primary application and submitted documents comply with the project provisions, a potential beneficiary shall be trained and tested in studied materials.

The stages for gathering the documents to be submitted for secondary application:

  1. As a confirmation of successfully passing the test you shall submit a document issued by LEPL Scientific-Research Center of Agriculture (written confirmation and/or a certificate)
  2. A certificate on cultivation of land plot issued by a territorial body of the Ministry of Environment Protection and Agriculture of Georgia:
  • A land plot shall be cultivated, cultivation methodology may be determined at the Agricultural Information Consultation Center of your municipality;
  • After cultivation of the land plot you shall apply to the Agricultural Information Consultation Center of your municipality again, a representative of the mentioned center shall inspect the land plot and if it complies with the criteria, he shall issue respective certificate.
  1. You shall submit an invoice on plants purchase and/or an Agreement in Georgian, English or Russian language;
  2. You shall submit invoices on irrigation system (droplet irrigation, sprinkler irrigation) to be purchased or an Agreement in Georgian, English or Russian language;
  3. You shall submit invoices on purchase of materials needed for laying out small-fruit crops garden or an Agreement in Georgian, English or Russian language;
  4. You shall fill in a standard form of secondary application (Please see secondary application form here) (Annex 8)
  5. You shall submit the secondary application with related documents to the Agency (please see the list of documents to be submitted at the second stage here)(Annex 9)
  6. The Agency shall review the secondary application together with the related documents.

After approval of the application a Funding Agreement shall be signed.  

Note:The Agency is authorized to request the Beneficiary's expert / audit report in the register maintained by the LEPL Accounting, Reporting and Audit Supervision Service to confirm its performance.

In case of audit report confirms the fulfillment of the purpose, on the basis of the payment document and the agreement  (other relevant document) between the beneficiary and the audit company, the Agency shall reimburse the aforementioned service fee, but not exceeding GEL 300.

Note: Arrangements for the irrigation system and the materials needed for the
cultivation of the garden are recommended to be carried out before the planting of
the seedlings or in the shortest period after planting, which should not exceed 1 month.
